剧情：日光東照宮改築工事の材木入札が、江戸の代表的な材木問屋・近江屋と難波屋との間で争われていた時、南町奉行所与力と近江屋主人が相次いで殺された。まもなく近江屋殺しの犯人として、夜泣きそば屋の幸吉が、南町奉行与力によって捕えられ、拷問により自白を強要される。兄の無実を信じて泣きわめく妹・お加代や長屋の人たちを見て、北町奉行・遠山金四郎は、弱い町人たちの味方になることを誓う。

Plot：When a timber bid for the reconstruction of Nikko Toshogu Shrine was being contested between two of Edo's leading timber wholesalers, Omiya and Naniwaya, the Minamimachi Magistrate's Office Yoriki and the owner of Omiya were killed one after the other. Soon after, Kokichi, the owner of the Night Cry Soba Shop, was arrested by the Minamimachi Magistrate's Yoriki as the culprit behind Omiya's murder, and was tortured to force a confession. Seeing his sister Okayo and the people of the tenement house howling in their belief in her innocence, the Kitamachi Magistrate, Toyama Kinshiro, vowed to be an ally of the weak townspeople.
